Since an increasingly well-developed transport network is the engine for the future of our country, we are working hard on it.
The closure of the A 14 to the border with Brandenburg, the completion of the A 143 west bypass of Halle and the connection of the B 6n to the A 9 - these are our biggest projects. Other work projects in the transport sector include the development of modern, intelligent transport concepts, the complex topic of “electromobility” and the future design of functioning logistics flows as well as the guarantee of attractive public transport options.
Not least with our targeted urban development and housing initiative we are ready to tackle the challenges of demographic change. We ensure that our country offers an increasingly attractive living environment. These are just some of the focal points of my work as Minister for Regional Development and Transport of the state of Saxony-Anhalt - performed with the help of more than 2,500 employees of the business sector.

Minister of Regional Development and Transport
Organisation and responsibilities
The Ministry of Regional Development and Transport (MLV) is one of the top provincial authorities of Saxony-Anhalt. It is responsible for construction and urban development, demography and state planning, transport and logistics as well as geographic data and information. The word “ministry” derives from Latin and means “service”. The Ministry of Regional Development and Transport employs about 170 people including civil servants, all of them state employees who assist Minister Thomas Webel in carrying out his political duties. Secretary of State Dr. Sebastian Putz is the head of administration at the Ministry. The seat of the MLV is in the state capital Magdeburg. The ministry's responsibilities can be summed up in a concise formula with the keywords “building, developing and promoting”.
Building means planning and coordinating traffic and road construction in the state. However, it also includes the construction and renewal of cities, streets and homes - which is to say much more which makes the lives of people of all ages even more attractive.
Development focuses on the country's future planning: Which projects are driving the development of Saxony-Anhalt? How do we face demographic change? Or: Which transport strategies and mobility concepts will be used in the future? These are just a few of the questions that our employees at the Ministry deal with.
We want to offer meaningful support for a variety of projects, organizations and purposes in the form of funding. The funds are provided by the state of Saxony-Anhalt, the European Union (EU) and the federal government. The ministry draws up and monitors compliance with the guidelines for allocation to local authorities, companies, associations and private individuals. The focus is on promoting urban planning and housing, it ranges from the preservation of heritage sites and the creation of adequate housing to social projects in cities and communities. Another important funding area is the public transportation system which uses its buses, trains and trams to ensure that people from rural areas can travel to work without their own car. The Ministry also supports ideas and research projects, in fields such as electromobility or the development of new methods in land surveying.
The Ministry of Regional Development and Transport is divided into four departments:
- General Affairs,
- Urban Development, Building Supervision and State Development,
- Traffic and Road Construction as well as
- Geographic Information and Demographics.
The ministry supervises Landesstraßenbaubehörde (State Road Construction Authority, LSBB) and Landesamt für Vermessung und Geoinformation (State Agency for Surveying and Geographic Information, LVermGeo).
LSBB is responsible for the planning, construction and operation of federal motorways, federal highways, provincial roads and individual county roads in Saxony-Anhalt. LSBB, headquartered in Magdeburg, is subdivided into five regional areas throughout the federal state. LSBB oversees more than 1,300 road planners and road builders, traffic monitoring experts and road and motorway maintenance staff.
LVermGeo, also based in Magdeburg, is responsible for land surveying. It publishes maps and leads the land survey register of Saxony-Anhalt. With its geographic information system, the state agency is an important service provider for planners and builders in the state. LVermGeo has around 900 employees.
Promotion of local traffic
Nahverkehrsservice Sachsen-Anhalt GmbH (NASA) is a company fully owned by the federal state of Saxony-Anhalt. As its mission, NASA GmbH plans, orders and pays for the regional rail passenger transport. Together with Mitteldeutscher Verkehrsverbund and the participating transport companies, it operates the timetable information system called INSA. According to its agency agreement with the state of Saxony-Anhalt and in close cooperation with the Ministry of Regional Development and Transport, NASA GmbH is closely involved in the public transport plan and implements significant parts of it. The Supervisory Board is chaired by Secretary of State, Dr. Sebastian Putz.
